Commends Lucas Foley, a New Albany High School senior from Blue Springs, Mississippi, for receiving the 2011 Prudential Spirit of Community Award as one of two top youth volunteers in Mississippi.

Recognizes Foley's establishment of the "Hillcrest Hunger Room," a food pantry at his church that has served over 100 families since opening in late 2009, providing assistance to unemployed individuals, disaster victims, elderly residents, and classmates.

Notes that the Prudential Spirit of Community Award, now in its 16th year, honors young volunteers nationally and is presented by Prudential Financial in partnership with the National Association of Secondary School Principals.

Acknowledges that ten national honorees selected from state winners receive $5,000 each, a gold medallion, a crystal trophy, and $250,000 in children's products donated to their communities.

Extends recognition to Foley for his outstanding volunteer service, peer leadership, and community spirit.
