Designates April 22, 2011, as "Mississippi Earth Day 2011: A Billion Acts of Green" to recognize the 41st anniversary of Earth Day and the Earth Day Network's global environmental movement

Urges all state agencies and citizens to serve as energy stewards and make personal, organizational, and corporate pledges to live sustainably and reduce carbon emissions

Highlights the "A Billion Acts of Green" campaign, which had registered over 45 million environmental actions to date with a goal of reaching one billion actions by the 2012 Earth Summit in Rio

Identifies key 2011 Earth Day campaign elements including Athletes for the Earth, the Canopy Project for reforestation, Green Schools, Women and Green Economy (WAGE), Creating Climate Wealth, and Arts for the Earth

Directs the Department of Environmental Quality and State Board of Health to disseminate the resolution through public service advertisements and make it available to the Capitol Press Corps
