Salutes Chief Master Sergeant Harold B. Wilcher on his retirement after 40 years of service in the Mississippi Air National Guard, specifically with the 183d Aeromedical Evacuation Squadron.

Recognizes Wilcher's receipt of the Meritorious Service Medal with second Oak Leaf Cluster, noting his 2,211 flight hours, 33 combat hours, and leadership as Squadron Superintendent.

Acknowledges Wilcher's critical role during Hurricane Katrina, where he aided in the evacuation of over 1,400 personnel to safety as Superintendent of the Aeromedical Evacuation Command Cell.

Commends the various honors presented to Wilcher including the Mississippi Magnolia Cross, Presidential Certificate of Appreciation, United States Air Force Retired Lapel Pin, and a state flag flown over the Capitol on March 10, 2011.

Directs that the resolution be presented to Wilcher, forwarded to the Commander of the 172d Airlift Wing, and made available to the Capitol Press Corps.
