Amends Senate Rule 25 to require the Secretary of the Senate to make an unedited copy of the Senate Journal from the previous legislative day available in the Senate lounge and on the Senate floor upon request by any Senator.

Maintains the existing order of business for Senate proceedings, including roll call, invocation, pledge of allegiance, journal reading, committee reports, bill introductions, and consideration of legislation.

Establishes that measures pending on deadline days automatically fail at midnight if the final vote has not been both taken and announced, with the Senate clock determining the end of the calendar day.
