Establishes the Mississippi Dyslexia Education Scholarship Program to recruit and train qualified dyslexia therapists, limited to students enrolled in or accepted to a master's degree program in dyslexia therapy at Mississippi institutions of higher learning.

Scholarship awards equal the total cost of tuition, materials, and fees, excluding out-of-state tuition charges for nonresidents.

Recipients must work as licensed dyslexia therapy teachers in public school districts for one year per scholarship year received after completing the master's degree and licensure requirements.

Scholarship recipients who fail to complete the program or their service obligation become immediately liable to repay all awards plus interest at the current Stafford Loan rate.

Limits enrollment to no more than 10 students annually beginning in the 2013-2014 academic year and establishes a separate Certified Teacher of the Visually Impaired Scholarship Program administered by the Mississippi Instructional Resource Center.
