Requires preference for Mississippi-based businesses in competitive bids if their prices are not more than 5% greater than non-Mississippi bids and quality/service are substantially equal.

Defines "Mississippi-based business" as a company with principal place of business in Mississippi, incorporated in Mississippi for at least one year, or employing at least 100 Mississippi workers.

Provides similar 5% price preference for commodities grown, processed, or manufactured in Mississippi in public purchases.

Grants resident contractors preference over nonresident contractors when bids are substantially equal in quality and service and resident prices are not more than 5% higher.

Requires the Mississippi Development Authority and Department of Finance and Administration to jointly promote "Buy Mississippi First" through presentations and materials explaining public purchasing procedures and bidding opportunities to state businesses.

Effective July 1, 2012.
