Establishes maximum fee of $0.50 per page for duplicating copies of public records.

Allows public bodies to charge for staff time spent searching, reviewing, and responding to public records requests based on the pay scale of the lowest level competent employee.

Exempts medical records from the fees established in the bill.

Permits public bodies to establish separate fee scales for geographic information systems, multipurpose cadastres, and other electronically accessible data based on creation, acquisition, and maintenance costs.

Takes effect July 1, 2012.
