Amends Mississippi Code Section 37-103-25 to allow the Board of Trustees of State Institutions of Higher Learning to approve out-of-state tuition waivers for individual institutions upon request from the institution's president or chancellor.

Board may grant tuition waivers only when determined to be fiscally responsible and in accordance with the requesting institution's educational mission.

Adds out-of-state tuition waiver eligibility category for students whose waivers are approved under institution-specific policies authorized by the board.

Effective date is July 1, 2012.
