Prohibits state agencies from entering into contracts for legal services exceeding $1,000,000 without a legislative hearing on the contract terms.

Creates the Joint Legislative Committee on State Agency Legal Contracts, composed of legislative leadership and judiciary committee chairs from both chambers, plus four representatives from each chamber appointed by the Speaker and Lieutenant Governor.

Requires state agencies to file proposed contracts exceeding $1,000,000 with the House Clerk and Senate Secretary, who submit them to the Joint Committee for a public hearing within 45 days.

Allows agencies to proceed with final contracts after 45 days if they reject the Committee's proposed changes, provided they file a letter explaining their reasons for non-compliance.

Amends Mississippi Code sections 7-5-1 and 7-5-7 to subject Attorney General and Governor authority over legal contracts to the provisions of this act.
