Authorizes the Secretary of State to sell tax-forfeited lands at reasonable prices (not limited to original tax amount) when buildings have been removed or destroyed by fire, windstorm, or flood.

Allows the Secretary of State to account for cleanup and debris removal costs when determining the sale price for tax-forfeited lands, or contract with purchasers to perform cleanup as partial consideration for the sale.

Extends authority to tax-forfeited lands with deteriorating buildings or personal property that are unsafe or constitute a nuisance, allowing similar pricing flexibility and cleanup arrangements.

Effective date: July 1, 2012.
