Establishes that the address from a person's most recent homestead exemption filing shall be used as their official residence address for voter registration, precinct verification, and precinct changes if they have filed for homestead exemption.

Amends Section 23-15-11 to specify that homestead exemption filing address determines where a qualified elector is registered to vote.

Amends Section 23-15-13 to require officials to use the most recent homestead exemption filing address to verify residence when processing precinct transfer requests.

Requires the Secretary of State to clearly state on voter registration forms and mail-in application instructions that homestead exemption filing address will be used as the official residence address for voter registration.

Mandates submission of the act to the U.S. Department of Justice or federal court for Voting Rights Act compliance review, with effectiveness contingent upon federal approval.
