Extends automatic repeal dates from July 1, 2012 to July 1, 2016 for sections establishing the Mississippi Department of Human Services, family protection worker/specialist standards, and the Division of Community Services within the Department of Youth Services.

Authorizes the Executive Director of Human Services to create an Office of Field Operations to administer state and county-level programs, with discretion to assign programs including Economic Assistance and Child Support Enforcement to this office instead of maintaining them as separate departments.

Requires family protection workers in child abuse/neglect and vulnerable adult cases to be either licensed social workers or workers supervised by licensed social workers, with bachelor's degrees in related fields and completion of four-week intensive training and certification testing.

Repeals Section 43-1-6 relating to transfer of certain programs from the Division of Federal-State Programs within the Governor's Office to the Department of Human Services.

Takes effect July 1, 2012.
