Transfers child care facility licensure powers and duties from State Department of Health to Department of Human Services, effective July 1, 2013, including all related records, property, assets, and personnel.

Creates a Child Care Facilities Regulations Board of Review consisting of nine members to hear objections from child care facility owners regarding licensure requirements and make recommendations to the Department of Human Services executive director.

Transfers child residential home and youth camp licensure authority from State Department of Health to Department of Human Services, effective July 1, 2013.

Reenacts Section 43-17-39 designating Department of Human Services as lead agency for the federal Child Care and Development Fund (CCDF) program, effective July 1, 2013 through July 1, 2015.

All transferred provisions revert to State Department of Health on July 1, 2015; requires PEER Committee to review transfer effects by January 1, 2015.
