Creates the Children's Resource Commission with 17 members including state agency directors, educational representatives, and professional association members to coordinate and streamline services to Mississippi's children.

Commission charged with designing resource mapping of federal and state funding for children's programs, assessing program effectiveness, and determining feasibility of merging or discontinuing programs.

Requires all state agencies, departments, institutions and political subdivisions providing children's services to submit itemized lists of programs to the John C. Stennis Institute of Government by September 1 annually.

Stennis Institute compiles submitted information and provides it to the Commission by November 1 and to legislative committees by December 1 each year.

Commission must report findings to legislative committees by December 1 of each year and conduct a meeting by December 15 to explain statewide impact; commission members receive no compensation but may be reimbursed for travel expenses.
