Requires all state agencies, departments, institutions, and political subdivisions providing programs or services to children to create an annual itemized list of those programs and services.

Each itemized list must include program descriptions organized by category and region, resource mapping of federal and state funds, operating costs, performance measures with intended and actual outcomes, and the number of children served.

Agencies must submit their itemized lists to the John C. Stennis Institute of Government at Mississippi State University by September 1 of each year.

The Stennis Institute shall compile all submitted information into a single document organized by both programs and provider agencies, and distribute it to leadership of the House and Senate Appropriations, Education, and Health committees by December 1 of each year.

Takes effect July 1, 2012.
