Removes exemption for University of Mississippi Medical Center and its employees from wireless communication device purchase and use requirements under Mississippi Code Section 25-53-191.

Applies existing state regulations to UMC requiring agency heads to certify need before issuing devices and limiting employees to one wireless device per person.

Prohibits state-funded wireless devices from personal use and prevents reimbursement for personal device use by state employees.

Requires state agencies to maintain detailed billing records, purchase only lowest-cost devices suitable for intended use, and adopt acceptable use policies tracking device usage.

Takes effect July 1, 2012.
