Creates the Commission on Local Government Efficiency and Reform consisting of legislative committee chairs, appointed legislators, university and municipal organization representatives, and citizen members, with all appointments to be made by August 1, 2012.

Commission shall study local government use of sales tax revenues, state aid road funds, and other state funding; evaluate possibilities for streamlining services through interlocal agreements; review consolidation of government units; and examine shared administrative services.

Commission must submit a report to the Speaker of the House and Lieutenant Governor by December 15, 2013, with findings and recommendations on efficient delivery of local government services and any needed legislative or constitutional revisions.

Commission may meet no more than 12 days; legislative members receive per diem and travel expenses; citizen members receive travel expenses at state employee rates paid by the Department of Finance and Administration.

Commission automatically repeals on December 15, 2013; act takes effect July 1, 2012.
