Creates the Mississippi Criminal Justice Commission comprised of 10 members including legislative committee chairs, the Commissioner of Corrections, an inmate family member, and representatives from Mississippi CURE and the Mississippi Association for Justice.

Commission shall conduct a comprehensive review of Mississippi's criminal justice system and make recommendations for reducing the incarcerated population, including analysis of costs, practices, policies, and methods to reduce recidivism.

Commission must hold public hearings across the state, consult with law enforcement, judges, prosecutors, defense counsel, victims' organizations, and other criminal justice stakeholders, and include summaries of their input in the final report.

Commission shall submit a detailed final report with findings and recommendations to the Legislature and Governor within 12 months of its first meeting, with vote totals recorded for each recommendation.

Commission members receive travel reimbursement and legislative members receive committee compensation; the Department of Corrections shall provide staff support to the commission.
