Requires the Public Procurement Review Board to adopt regulations ensuring at least 3% of total state agency expenditures for commodity purchases, equipment, and facility construction/maintenance contracts go to qualified disabled veterans.

Defines "qualified disabled veteran" as a business entity that is 51% or more owned by one or more veterans with a service-connected disability rated by the U.S. Department of Veterans Affairs.

Directs each state agency executive head to establish goals for disabled veteran business participation and requires the Public Procurement Review Board to annually review agency progress toward the 3% target and recommend to the Legislature whether the requirement should be continued, increased, or decreased.

Allows state agencies to count subcontracted work with qualified disabled veterans toward meeting the 3% requirement, provided all purchases and contracts comply with existing procurement regulations and bid requirements.

Becomes effective July 1, 2012.
