Creates new criminal offense of attempted murder, defined as designing and endeavoring to commit an act that would constitute homicide under Section 97-3-19.

Establishes punishment for attempted murder as imprisonment for not less than 20 years or life in the discretion of the court.

Mandates life imprisonment without parole for any person convicted of a second or subsequent attempted murder offense.

Requires life imprisonment for attempted murder of law enforcement officers or firefighters acting within the scope of their duty.

Amends aggravated assault statute to include causing injury to a child boarding or exiting a school bus during violation of Section 63-3-615, and enhances penalties for aggravated assault against protected classes (elderly, vulnerable adults, elected officials, school employees, etc.) from 20 years to 30 years maximum imprisonment.
