• Requires all in-person voters to present current and valid photo identification before voting, including driver's licenses, state ID cards, passports, tribal ID cards, military ID cards, and a new Mississippi Voter Identification Card.

• Establishes a free Mississippi Voter Identification Card issued by county registrars, available only to registered voters, with costs paid from the state's General Fund.
