Amends Section 19-5-22 of Mississippi Code to prohibit the sale of real or personal property solely to satisfy garbage or rubbish collection fee liens.

Property cannot be sold to satisfy only garbage fees assessed under subsection (2), which creates liens on real property for unpaid collection or disposal service fees.

Property cannot be sold to satisfy only garbage fee assessments under subsection (5), which allows boards of supervisors to levy fees as special assessments collected with ad valorem taxes.

Maintains existing provisions allowing garbage fees to be collected through tax collector liens, motor vehicle license tag restrictions for delinquent payers, and hearing procedures for disputed fees.

Takes effect upon passage.
