Amends Mississippi Code Section 93-1-5 to require marriage license applicants to present a medical certificate dated within 30 days before application showing they are free from HIV in addition to existing syphilis testing requirements.

Medical certificates must be obtained through local health departments or State Board of Health-approved private laboratories and shall be examined and filed by the circuit court clerk.

Applicants bear the cost of required blood test(s) for HIV and syphilis screening.

Effective date is July 1, 2012.
