Authorizes Mississippi residents to obtain distinctive motor vehicle license tags identifying them as supporters of the Mississippi Swimming Association upon payment of an additional $30.00 fee per tag annually.

Establishes fee distribution where $24.00 goes to the Mississippi Swimming Association, $1.00 to the Mississippi Burn Care Fund, $2.00 to the State Highway Fund, and $1.00 to a special fund under Section 27-19-44.2.

Requires county tax collectors to retain $2.00 from each $30.00 fee for deposit into the county general fund, with remaining fees remitted monthly to the Department of Revenue.

Sets replacement fee for lost or stolen distinctive tags at $10.00, with tax collectors retaining 5% for the county general fund and remainder distributed like original tag fees.

Effective July 1, 2012 for all registrations commencing on or after that date, with tags expiring concurrently with the vehicle's regular license tag year.
