Amends Section 1, Chapter 480, Laws of 2011, to revise the use of bond proceeds allocated to Mississippi State University and other state institutions and agencies.

Reallocates Mississippi State University's bond allocation from $15,200,000 for general repairs and renovations to specific projects: $600,000 for the Wise Center and $200,000 each for preplanning of a new abattoir facility and repairs to agricultural facilities, with remaining funds available for general repairs.

Maintains existing bond authorization of $230,175,000 total across five special funds for capital improvements at institutions of higher learning ($181,675,000), state-owned buildings ($15,500,000), IHL discretionary projects ($4,000,000), energy conservation ($4,000,000), and community and junior colleges ($25,000,000).

Preserves all existing provisions governing bond issuance, management of special funds, project completion timelines (four-year spending requirement), and reallocation of unused funds to debt service.

Takes effect upon passage.
