Authorizes the Executive Director of the Mississippi Development Authority (MDA) to earn a salary exceeding 150% of the Governor's salary, unlike other state executives who remain capped at 150%.

Permits the MDA Executive Director's salary to be supplemented with funds from any source, including federal or private funds, while other state executives must have salaries paid entirely by the state.

Prohibits individuals or entities providing private funds to the MDA Executive Director from disclosing such contributions; violations result in penalties up to 100% of the amount provided, as determined by the Ethics Commission.

Maintains the Governor's Chief of Staff salary cap at 150% of the Governor's salary with no supplemental funding allowed.

Effective July 1, 2012.
