Increases the payroll cap for non-resident employee rebates from an unspecified amount to $5,000,000 under the Mississippi Motion Picture Incentive Act.

Authorizes motion picture production companies to receive a 5% rebate on equipment rental or purchase costs from in-state vendors.

Increases the maximum rebate amount per motion picture project from an unspecified amount to $10,000,000.

Increases the total rebates authorized in any fiscal year to $40,000,000.

Effective date is July 1, 2012.
