Enacts "Caylee's Law" creating a criminal offense for parents or guardians who fail to report the death or disappearance of a child under 14 years of age to law enforcement.

Requires notification to law enforcement within 24 hours of a child's death if circumstances suggest the death resulted from a crime, with violation punishable by 1-5 years imprisonment and a fine of not less than $5,000.

Requires notification to law enforcement within 24 hours of a child's disappearance if circumstances suggest the child was in danger of physical harm, with violation punishable by 1-5 years imprisonment and a fine of not less than $5,000.

Makes failure to report a child's disappearance under other circumstances a misdemeanor punishable by 30 days to 1 year in county jail and a fine of $1,000.

Applies to parents, guardians, and individuals in whose care custody of the child has been entrusted.
