• Transfers energy planning powers and duties from the Board of Energy and Transportation to the Mississippi Development Authority's Energy and Natural Resources Division.

• Renames the "Energy Development Fund" as the "Energy Efficiency Revolving Loan Fund" to be administered by the Mississippi Development Authority for loans to businesses for energy efficiency improvements.

• Requires the Division to coordinate development of a State Energy Management Plan for state-owned facilities in conjunction with the Department of Finance and Administration, including data collection on electricity and fuel consumption with annual reporting to the Legislature.

• Establishes a Biomass Center of Excellence jointly managed by the Mississippi Development Authority and Board of Trustees of State Institutions of Higher Learning to research and promote Mississippi's biomass resources.

• Expands the Energy Infrastructure Revolving Loan Program to assist energy providing utility companies and cooperatives, in addition to counties and municipalities, with loans for infrastructure construction and site preparation.
