Increases the sheriff's fee for serving notice of tax sale to the record owner of property from an unspecified amount to Twenty-five Dollars ($25.00) for the initial notice and Twenty-five Dollars ($25.00) for a second notice.

Maintains existing fees for the clerk: Fifty Dollars ($50.00) for examining records, Two Dollars ($2.00) for issuing notice, and One Dollar ($1.00) for mailing and record notation for the initial notice.

Establishes fees for a second notice of Five Dollars ($5.00) to the clerk for issuance and Two Dollars and Fifty Cents ($2.50) for mailing and record notation.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act compliance.

Makes the act effective upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
