Requires schools and youth athletic organizations to provide concussion education to coaches, officials, volunteers, athletes and parents before each athletic season, including information on recognition, risks and return-to-play requirements

Mandates that all coaches and officials complete annual concussion recognition education courses covering signs and symptoms of concussion, need for medical attention, and dangers of continuing to play after injury

Requires immediate removal of youth athletes from games, competitions or practices if they report concussion symptoms or if coaches, trainers or officials observe or suspect a concussion following a blow to the head or body

Prohibits youth athletes from returning to play until evaluated and cleared in writing by a health care provider; allows licensed athletic trainers to manage graduated return-to-play after initial health care provider clearance

Directs the State Department of Health to distribute concussion information to schools, private clubs, recreation facilities and athletic leagues; applies to youth ages 7-18 in organized athletic activities
