Exempts all state agencies subject to State Personnel Board regulations from State Personnel Board procedures for two years from the bill's effective date.

Classifies all employees of those agencies as nonstate service during the two-year exemption period, removing protections against dismissal without good cause and written notice/hearing.

Requires any employees hired after the bill's effective date to still meet current State Personnel Board employment criteria.

Mandates that dismissed or involuntarily terminated employee positions be eliminated and their PIN numbers removed during the exemption period.

Allows state agencies not required by law to operate under merit system rules to request exemptions from applicant selection processes by job class or agency-wide basis.
