Amends Section 25-41-3 of the Mississippi Code to expand the definition of "public body" under the Open Meetings Act to include rural water associations, rural water systems, and nonprofit, nonshare corporations chartered under the Mississippi Nonprofit Corporation Act for owning and operating rural waterworks.

Subjects these rural water entities to open meetings requirements, meaning their meetings must be conducted in accordance with transparency and public access provisions of the Open Meetings Act.

Maintains existing exemptions from open meetings requirements for the judiciary, hospitals, law enforcement, military, and other specified entities.

Effective date is July 1, 2012.
