Extends the repeal date of Mississippi's Comprehensive Hurricane Damage Mitigation Program from the current date to July 1, 2015

The program, administered by the Department of Insurance, provides wind certification inspections, hurricane mitigation assessments, and potential financial grants to help property owners retrofit homes and businesses against hurricane damage

Inspections must include damage vulnerability assessments, cost estimates for mitigation features, insurer-specific premium discount information, and hurricane resistance ratings

Program includes an advisory council composed of insurance agents, property insurers, homebuilders, legislative committee chairs, and emergency management officials

Implementation is contingent on legislative appropriations and does not create an entitlement or obligate the state to fund property inspections or retrofitting
