Requires voters needing assistance due to blindness, disability, or inability to read or write to be assisted by at least two election officials when requesting help from election managers.

Limits any person other than registrars or deputy registrars to assisting no more than ten (10) voters in any non-federal election.

Prohibits candidates, candidates' family members, and poll watchers from assisting voters.

Requires persons providing voter assistance to complete and sign a declaration form that includes penalties for voter fraud (up to 5 years in prison and $5,000 fine) and voter intimidation (up to 1 year in jail and $1,000 fine).

Applies the same ten-voter assistance limit to persons notarizing or witnessing absentee ballot applications and includes fraud/intimidation penalty disclosures on all voter assistance certificates.
