Creates the "Mississippi Human Embryo Adoption Act" requiring frozen human embryo transfers to follow state adoption procedures and statutes.

Defines a human embryo as a fertilized ovum from the single cell stage to eight weeks of development and requires genetic parents to surrender all rights contemporaneously with embryo transfer petition.

Establishes Mississippi court jurisdiction over embryo adoption proceedings when the frozen embryo is located in a laboratory or facility within the state.

Requires the final adoption decree for human embryos to be entered before implantation occurs and prohibits any action to set aside the decree after implantation has occurred.

Expands the definition of "minor" and "child" in adoption law to include human embryos and applies adoption procedures to embryo transfers effective July 1, 2012.
