Clarifies that absent voters must be absent from their county of residence on election day and otherwise qualified to vote in Mississippi to use absentee ballots.

Authorizes absent voters defined as enlisted or commissioned members of the U.S. Armed Forces, Merchant Marine, American Red Cross members, disabled war veterans, civilians serving with Armed Forces abroad, and overseas residents to sign absentee ballot applications using electronic signatures.

Requires the Secretary of State to adopt rules implementing electronic signature procedures for absentee ballot applications.

Requires absentee ballots returned by absent voters to be received by the registrar by 7:00 p.m. on election day.

Mandates the Attorney General submit the act to the U.S. Attorney General or District Court for the District of Columbia for Voting Rights Act compliance review, with the act taking effect upon approval under the Voting Rights Act.
