Authorizes the Department of Public Safety to charge a $25 fee for performing vehicle identification number (VIN) verification required by federal law or regulation on vehicles with salvage certificates of title.

Fee applies when a person applies for a clear title or branded title on a salvage vehicle that has been restored to operating condition.

Maintains existing $75 fee collected by Department of Public Safety for certificate of inspection; new $25 VIN verification fee is in addition to this amount.

All fees collected are deposited into the "Salvage Certificate of Title Fund" in the State Treasury and may be expended by the Department of Public Safety upon legislative appropriation.

Effective date: July 1, 2012.
