Extends the repeal date of the task force studying failing schools and school districts from July 1, 2012, to July 1, 2015.

Task force of 15 members continues to study factors defining failing schools, available resources, effectiveness of assistance, and accountability measures compared to other states.

Task force also examines school district consolidation history, financial impacts, effects on student performance, and school board governance structures in Mississippi.

Requires annual written reports to the Legislature and Governor with findings and recommendations for improving failing schools and enhancing accountability measures.

Act takes effect July 1, 2012.
