Establishes the office of election commissioner as a nonpartisan position, prohibiting candidates from campaigning or qualifying based on party affiliation.

Prohibits political parties and affiliated committees from fundraising for, contributing to, or publicly endorsing candidates for the nonpartisan election commissioner office.

Requires election commissioner candidates' names to be grouped separately on ballots, clearly identified as nonpartisan, and listed in alphabetical order with no party affiliation references.

Amends Mississippi Code Sections 23-15-213 and 23-15-367 to conform election law requirements to the nonpartisan status of the office.

Requires submission to the Attorney General of the United States or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965, with effectiveness upon such approval.
