Amends Section 73-13-41 to add a new exemption allowing engineers to conduct litigation-related activities including analyzing, evaluating, consulting, reconstructing, testing, and offering expert testimony without requiring a professional engineering license.

The litigation exemption does not apply in legal proceedings where the underlying subject matter is nonforensic engineering activity that is legally required to be performed under a Mississippi engineer's license.

Makes conforming amendments to Section 73-13-3 to clarify the definition of "professional engineer" and related terms in Mississippi's engineering licensure statutes.

Takes effect July 1, 2012.
