Authorizes the Mississippi Department of Finance and Administration to acquire the "Landmark Building" (Hinds County Parcel 191-50, containing 2.135 acres) located near the Capitol Complex in Jackson for use by the Department of Revenue.

Requires the property to be purchased at fair market value as determined by the average of at least two appraisals from certified and licensed appraisers selected by the Department of Finance and Administration.

Includes provision for approximately 600 parking spaces in the building complex or adjacent parking structure on a 20-year lease basis as part of the property acquisition.

Amends Mississippi Code Sections 29-5-2 and 29-5-81 to include the Landmark Building property under the Department of Finance and Administration's jurisdiction and supervision of state properties in Jackson.
