Allows municipal governing authorities to decrease the salary or compensation of the mayor and city council or board of aldermen members, with any reductions applied equally in percentage amounts to all officials.

Prohibits decreasing the mayor's salary unless the council members' salaries are also decreased, and prohibits decreasing council members' salaries unless the mayor's salary is also decreased.

Salary decreases for mayors and council members become effective immediately upon adoption of an ordinance, without requiring publication or election approval.

Amends Mississippi Code sections 21-5-15, 21-7-7, 21-7-13, 21-8-21, and 21-9-61 to apply equal percentage reduction requirements across different municipal government structures.

Clarifies that county boards of supervisors may reduce their own salaries by passing a resolution and recording it in the board's minutes.
