Requires a person contesting a municipal election or nomination to file a petition within 20 days after the election with at least two members of the municipal election commission or the city clerk if commission members cannot be found.

Mandates that process of service in municipal election contests be delivered to at least two members of the municipal election commission or the municipal clerk if commission members are unavailable.

Requires the Attorney General of Mississippi to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act of 1965 preclearance review.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
