Prohibits operating a motor vehicle on public roads while using a wireless telephone or electronic communication device unless it is hands-free, effective July 1, 2012.

Exempts law enforcement officers, firefighters, emergency vehicle operators performing official duties, and operators in emergency situations from the hands-free requirement.

Establishes penalties of up to $100 fine for violations, or up to $500 if violation occurs during a motor vehicle accident; suspends driver's licenses for 30-60 days for operators under 18 years old.

From July 1, 2012 through December 31, 2013, violations cannot be entered on driving records and no fines are imposed unless the operator is also charged with another traffic offense; these restrictions end January 1, 2014.

Disqualifies commercial motor vehicle drivers from operating for 60 days for first violations, 120 days for second violations within three years, and one year for third or subsequent violations under Section 63-1-75.
