Amends Section 23-15-217 of the Mississippi Code to allow a county election commissioner to be a candidate for another office during their four-year term if they resign from the election commissioner position before qualifying for the desired office.

Clarifies that all duties and powers of the election commission regarding contests over commissioner elections shall be performed by the board of supervisors when no election commissioners are in office.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965.

Effective date is contingent upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
