Requires school districts to provide all professional development and training activities for employees at locations within the district, delivered via internet, telephone, or other electronic means beginning with the 2012-2013 school year.

Prohibits school districts from reimbursing employees (licensed or nonlicensed) for any expenses incurred attending seminars, classes, conferences, or meetings outside the district, including registration fees, mileage, lodging, and meals.

Requires the School Executive Management Institute and Mississippi School Boards Association to deliver administrator and principal training courses via online or electronic means to avoid travel expenses beginning with the 2012-2013 school year.

Makes principals and administrators at highest-accreditation schools with career-level certifications exempt from the training requirements, subject to superintendent approval.

All provisions sunset and are repealed on July 1, 2014.
