Amends Mississippi Code sections 97-5-31 and 97-5-33 to include cell phones alongside computers as prohibited means of child exploitation.

Expands the definition of "visual depiction" to explicitly include reproductions made by cell phone in addition to film, video tape, and computer-generated images.

Adds "cell phone" to seven separate criminal prohibitions involving children, including causing/permitting sexually explicit conduct, photographing/filming such conduct, transporting/receiving such images, possessing such images, and enticing children to engage in or produce such conduct.

Maintains existing legal protections that undercover law enforcement operations do not constitute a defense to prosecution and that offenses are committed in Mississippi if conduct or transmissions originate or are received in the state.

Takes effect July 1, 2012.
