Authorizes the Mississippi Public Service Commission and Public Utilities Staff to hire attorneys and consultants for proceedings before federal agencies, federal courts, and the Federal Energy Regulatory Commission, as well as to assist in performing lawful duties.

Sets cost caps for professional services contracts at $200,000 per affected utility per 12-month period, increasing to $500,000 if party to federal administrative hearings and $700,000 if party to federal appeals after administrative hearings.

Allows cost caps to be exceeded only with a commission order finding public interest and after reporting to and receiving advice from House and Senate committees on Energy, Public Utilities, and Appropriations.

Requires consultants to submit itemized bills for approval and authorizes the Public Service Commission chairman or Public Utilities Staff executive director to requisition the affected utility for payment.

Sunsets Sections 1 through 3 of the act on July 1, 2015, and amends sections 77-2-3 and 7-5-1 to conform with the bill's provisions.
