Amends Section 65-1-85, Mississippi Code of 1972, to modify restrictions on design-build contracting methods used by the Mississippi Transportation Commission.

Allows the commission to use design-build contracting (combining design and construction into a single contract) as an alternative to competitive bidding for commission projects and projects with other governmental entities.

Removes the previous limitation of one project exceeding $50,000,000 per fiscal year, allowing multiple projects above that threshold to use design-build methods.

Requires the commission to establish detailed selection criteria for design-build contractors, maintain separate project records, and file annual reports to the Legislature evaluating design-build performance compared to low-bid methods.

Mandates State Auditor oversight and annual reporting to the Legislature on design-build contracts, with auditor expenses reimbursed by the Department of Transportation.
